Third-Party Dynamic Wallpaper Not Changing Throughout The Day

I've downloaded a third party wallpaper off of https://www.dynamicwallpaper.club/

I'm using the anime street dynamic wallpaper, but it remains in the evening setting all the time.

I've tried fixing the settings in the Desktop & Screen Saver section of settings.

As you can see, I've selected the anime street wallpaper. I'm not sure if this is a glitch but the actual preview of the anime street wallpaper doesn't show up here. I also can't change the settings at the bottom.
