I have this showing up on my MacBook Pro after trying to reset it. I have done Command and R to try and get my utilities back but it does not seem to be working.

That is an EFI Firmware lock so you will either need to enter the password used to turn on the Firmware lock or you will need to take valid proof of purchase to an Apple Store or an AASP so they can unlock it for you. If you don't have the required & valid proof of purchase, then you will only ever be able to boot to the internal drive. Here is an Apple article about the EFI Firmware Password lock:
