We understand you're unable to set up Face ID and Live Wallpaper on your iPhone. We'd be happy to help.
If your Face ID is not working, these are the steps you'll want to follow: If Face ID isn't working on your iPhone or iPad Pro
For your Live Wallpaper, we'd recommend navigating to Settings > Wallpaper > Choose New Wallpaper > Live and try selecting a different image. See if you're unable to set any Live images as wallpaper or just a specific one.
