how can i update the device before restoring the phone new phone?

I got new iphone 11 pro, while I try to restore from backup using itune. it's asking me to upgrade my new iphone version. How can I do that before restoring to setting up my new phone?

My Iphone 6s won't update to the necessary ios version. I recently bought an Iphone 13 and i wanted to clone my old iphone 6s to the new 13, but the update that allows the cloning to happen, is in the ios 12.4. My ios version is 12.3.1. I can't seem to update from that version and im so close to gaining access to that cloning feature, I don't know if i should try and find a way to update it solely to 12.4, having tried updating it to 15+ which doesn't work. I've had the new iphone 13 literally in the box and i haven't used it for one week and i still haven't figured out a way to make this happen. Please help.
