If you are sharing the iCloud storage she or anyone else that you share with have access to the entire 200GB; there is no option to control how much of it the others can use. But they do have to be in your family sharing and you do have to elect to share storage as described in Share an iCloud storage plan with your family - Apple Support

That’s the thing. I have more than enough storage (200GB) and I would like to allow my daughter to access more storage than initially granted (she currently has 16 GB). I only use about 32 GB on my phone so 152 gigs are available to disperse without purchasing more. How do I increase the amount she can access?
Are you confusing iCloud storage with the physical storage on the phone? I think your daughter has a 16GB phone and you want her to access more iCloud storage to help with the storage on her phone. iCloud storage does not add more space on the phone itself. Her phone will always have 16GB of storage and it can never be increased.
I may be totally wrong, but that’s what I’m reading into your post.
