iWatch keeps taking priority over iPhone in tracking steps

I have found a guide on changing the priority of multiple sources of data coming into Apple Health App.

iWatch appears at the top of the list of sources but I would prefer iPhone to be top of the list as it tracks my steps more closely.

however whenever the app is closed the order reverts back with iWatch appearing top of the list.

What do I need to do to ensure iPhone always appears as the priority source for my steps?

Thank you Jeremy, the route under "Prioritize data sources" is what I have tried multiple times. I hit done and iPhone stays above iWatch, however once I close the Health app down and reopen it later in the day iWatch is moved back above iPhone without me doing anything to prompt this. Feels like some kind of hard overide which I am unsure on how to stop. Do you have any ideas?
