How can I activate my iCloud Drive if it has been used maximum I cloud

You need to create another free account on another iOS device or a Mac computer. Each iOS device is allowed only three free iCloud accounts. This is not tied to your Apple ID, but it is a restriction of the hardware. If you can create another account on a different device, you can sign out of the iCloud account on your phone and sign into the new account.
