I'm having trouble activating my iCloud Drive on my iPhone

Im having trouble to activate my iCloud Drive on my iPhone. When i go to:

Setting > Name > iCloud > iCloud Drive

to turn it “ON” it will jump to a half screen asking me something that i cant read it. And only can see “Upgrade” and “Cancel” only. And its not working when i click upgrade or cancel.

Have you tried to sign out of the device and back in? Is the device up-to-date?

Yes, multiple times. Best is my old iphone7 have the same issues

Yes, i sign in and out, and also updated my device. Bit still. The problem is my old iphone7 have the same issues
