my ipad mini 4 safari displays a blank page. I cleared website data, restarted, rebooted, updated software, changed network, nothing helps. Can anything else be done?

Can you reach such Google.com and Apple.com with Safari?
Have you tried using a different web browser - such as Firefox - to determine that the problem is explicitly with the Safari App?

If you haven’t already done so, I recommend that you install a second browser of your choice (although I recommend Firefox - for a number of reasons) onto your iPad.
Even if using the native Safari browser (which is actually very good), a second browser App is always useful for working around issues with some “bad” websites - or in troubleshooting connectivity issues such as yours.
