You can first of all see what is taking storage by going to Settings > [your name] > iCloud on an iOS device. You can find more information about this here: Manage your iCloud storage – Apple Support
Once you have discovered what is taking the most storage you can decide what to delete. For example, you can turn off iCloud Photos and have them stored locally on your device. Once this is turned off from the Photos settings in the Settings app you can delete the photos from iCloud by following the steps above and finding Photos on the list of things taking storage in iCloud and tapping delete.
