Is there a way to reset smc when usb port not working and macbook 16" is out of juice?

No. Try the SMC reset anyway in case the laptop is still powered on, but the Display is dark. It is very hard to tell the status of the 2016+ Macs since there are no outward signs to give us clues to what is really going on with these laptops.
Try using another USB-C port preferable on the other side of the laptop.
Try unplugging the charger from the electrical outlet for a minute to reset the charger's internal circuitry. Also try using another electrical outlet.
Are you using the 96W charger made for your Mac? You can try leaving the laptop plugged in overnight to see if the laptop may be charging extremely slowly.

FYI, the longer the battery remains drained the more likely the battery will become damaged so if these steps don't help, then get the laptop serviced. Make sure to take along your charger & charging cable so they can be tested as well.
