Contact eBay’s buyer protection and report it a fraud. Unless the seller stated that the phone was activation locked, in which case you are out of luck.

You seemingly got scammed, in simplest terms.

Unfortunately common, and these private sales have high risk.

If the seller used a selling service with a warranty or such, or a service with fraud reporting, contact service’s support folks.

But your option here is to recycle it.
