I am not allowed to buy anything from the App Store

I recently had a dispute with the App Store on some charges on my credit card my credit card number was changed I got the money back I had a family plan I was paying for eight devices or no six devices on it I have eight devices total iPads iPhones and laptops and because my credit card number changed they’re going to cancel that plan and when I try to enter a new credit card and fix everything I keep saying that I am not allowed to buy anything from the App Store I don’t know if they’re mad because of it or how to fix it or is there a number to call it’s very frustrating help

You Must have One Method of Payment:

You need to have at least one method of payment assigned to your account.

Try PayPal, if an Option:

So, if you do not want to use a Credit Card, you could use a PayPal account, if an option in your Location/Region. So, try PayPal, seeing if that is an option in your area.
