I just updated FCPX 10.4.4 to 10.4.8, also High Sierra to Catalina. Everything works in FCPX except most filters and transitions. Have tried re-saving in Motion, but hasn't helped.

If the built in effects and transitions are not working you should reinstall the application.
Your install of FCP is from a .dmg? You need to download the current version from the App Store if the built in effects aren’t work.
If the built in effects aren’t working, the application needs to be redownloaded from the App Store using the Apple ID that was used to purchase the multiseat license.
What effects and transitions are you talking about? Do the built in effects and transitions work?

I was required to update my FCPX libraries in the new version. I also updated to Motion 5.4.5 from the App Store. Are either of those things factors? Do filters/transitions need to be updated or is that not a thing?
Just FCPX? I should assume that Catalina isn't an issue?
A few work, but most don't. Also the ones I brought over from Motion in 10.4.4 aren't working. My install is from a .dmg, btw not a direct download. I still have 10.4.4 as well.
No. Effects applied before update that worked fine are not working now either. BTW, my employer has a site license (or equiv) which is why the program is provided as a file.
