Clearing 'other storage'

I keep getting "storage almost full" and 'other storage' is taking up half of my space but I can't clear it, I've tried to clear history and data in safari but it hasn't worked, I've deleted almost all of my photos and can't get my offloaded apps back because of this. Does anyone know how else I can free storage up on my phone especially 'other storage'?
