my phone storage was full so I deleted 5000 photos/videos which made a lot of space however, my phone is now saying it is full again because the ‘other’ section is big. How can I clear this out? I have updated my phone, cleared safari history and cache?

Apple seems to have modified the link I provided you.
Use this link to backup, then restore your iPhone from backup. It will delete the "other" on your phone. I've done this for several people's phones directly and just trust me that it works.

I have a question on this.. I saw someone else refer to this link (or maybe it was a previous post of yours..) and indicate that it would have you backup, restore.. but the link provided basically just says to make sure you're updated beyond 13.6.1
What am I missing?
