Buying locked iPhone.
Bought an iPhone 4 second-hand with password. It can't go beyond ID and password page and can not contact or locate the seller. what can I do to use the iPhone 4? Please help!!!

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their apple ID.

You simply don't. You most likely put money in a thief's pocket and there is NOTHING you can do to use the phone. Apple won't help you. We can't help you. Recycle the phone and chalk this up to a bad buying decision.

You bought a stolen phone. It's not Apple's problem.
You will never be able to use it. Recycle it or return it for a refund if possible.
A mistake in buying locked iPhones can not be corrected then. I think Apple should find a soft landing for such mistake.
