If I have screen time turned off, does that disable my iPad Pro camera until I deliberately open the camera app or another app that uses the camera? If not, how do I disable the camera until I specifically want to use it? I prefer to keep screen time off.

As far as I know screentime is the only way to turn it off. That said, a postit or equivalent over the lens will effectively disable the camera (it will just see black if accessed)
Depending on your case a sticker or piece of masking or painter’s tape will work as well
