IOS ver 13.6.1 vs 13.6.0
If IOS 13.6.1 update is now being offered, is it possible to upgrade to IOS 13.6.0. Some apps i use are not yet qualified for 13.6.1.

I have ver 5.0.2 installed on iPad. The critical thing on this is it receives periodic updates for maps, airports, navigation aids, etc. throughout the subscription every 56 days. Latest version of the app does not necessarily mean it is compatible with The latest IOS version.

Maybe not. Although it is certainly true the latest version of the app is more likely to be compatible with the latest iOS version than the next-to-latest version of the app, which appears to be what you’re using.
Aside from that, it’s nearly inconceivable that an app that ran successfully using iPadOS 13.6 would fail using iPadOS 13.6.1.
These apps impact aviation safety. If used in the cockpit i want to be sure the app does not crap out during critical stages of flight. Otherwise i could be littering aluminum on a mountain side. Flt Plan Go finally sent me blessings that their app is OK to use with 13.6.0 YESTERDAY. Another app i have sent me blessings for same for 13.6.1 TODAY. I’m all set. Thanks all.
Hypothetical and for future reference: Assume i current have IOS 13.6.1 on my Iphone/ipad. A month from now IOS 13.6.2 becomes available, i download it but, due to time constraints, not install. 3 weeks later 13.6.3 update is being offered for download/install. Is version 13.6.2 still available for install since i downloaded it but not installed?
No, you have to delete it and install the latest.
All new releases are signed/approved by Apple whereas the old releases are not.
As an example if you have iOS 13.6 downloaded and not installed, you can now only install version iOS 13.6.1.

No.
As the installation process begins, the first thing you see is “Verifying update”.
That verification will fail if the downloaded version is obsolete.
Sorry no. When you update a device, you are offered to install ONLY the most recent iOS version.
What apps are not yet qualified for 13.6.1?

Giulio, it is an aviation app called Flt Plan Pro. They always lag behind, by the time they announce their app is qualified for version X, apple has already released version Y for download/install.
PS. probably should not complain. It is FREE navigation/flight planning app.
Flt Plan Go (I assume that is the app you mean) issued Version 5.0.3 five days ago. That is the day iOS 13.6.1 was released.
The writeup says “Requires iOS 11.0 or later”.
PS. I received blessings that their app works fine with IOS ver 13.6.0 on 8/17/2020, today.

Do not download the 13.6.1 instead release space it consumes all. Even I have deleted all music and as moch as I can it consumed all my space......
