Binoculars/security

I'm concerned about a possible security issue. Like many, I have the binocular icon showing up only when the screen is locked. I checked it out and understand that this indicates that there is some sort of remote activity/screen recording happening. I've disabled ALL those options and restarted and it is still there, so I'm concerned about a security problem.

I verified that it shows up regardless of whether my VPN is on and even with my wireless turned off. I don't know how to read the activity in the logs and am looking for next steps here. Running Catalina 10.15.6 - Can anyone assist?
