Catalina Screen Recording Preference Pane empty

Since upgrading to Catalina Screen Recording is not possible anymore. I am aware of the issue that access has to be granted in the Security/Privacy Setting!

My issue is that NO APPLICATION shows up there - not even Quick Time. The pane is empty and does not offer ANY OPTION to add an application.

Any idea anywhere?

I just solved this issue. Here's what I've done:

created a new user
open Quick Time and started screen recording
on NEW user I was able to grant access in the Preference pane (what is/was not possible on original user)
started to recored test video
changed back to original user
on ORIGINAL user granted access (option suddenly available) for recording software
deleted previously created second user
done
