Screensharing does not work (Already tried with the privacy Screen recording settings)

Hi, screensharing does not work. Neither with chrome or Skype.

I already followed tutorials saying to allow the app in privacy permission, but it does not work.

Catalina 10.15.2

The thing is I can not even add a new app there, see below

I can not see any buttons to add a new app, neither chrome or skype requests for specific permissions, there is no dialog that appears.

I am open to any solution, this is emergency level for my business.

I can do command-line commands if it solves the issue
