I don’t believe Chrome books can run iTunes so they can’t help with your ipod. You may need to borrow a computer from a friend or see if an authorized service provider or apple store (if open in your area) can help you

If you’re needing to restore your device then you need iTunes. Apple Music is largely a streaming/playing service. ITunes has the capability to reinstall the operating system on your device.
