How to send and receive iPhone text messages on Windows 10 and iPad

I would like to receive text messages from my iPhone on my Windows PC and on my iPad. How would I set it up? Any help would be appreciated.

After the setup would it be possible to reply to a text from Windows and iPad to message that I receive from iPhone? If yes, How ?
