Unable to update to 13.6.1 (iphone 7)

Currently the software is 13.2.3 (I stopped using this phone for a long time). It downloaded the newest update successfully, but won't install it. My Wifi connection is very strong and I have it plugged in so the battery won't drain. I have tons of free disc space.

I tried restarting the phone. I tried deleting the update and downloading it again. nothing is working. there is no SIM card, but should that even make a difference? (I want to use this as basically an ipod.)

Two more ideas:

  1. Sign out and back in to my apple ID. But will this wipe my phone? (I really want to avoid a full wipe and restore if at all possible.)
  2. Maybe I need to try a slightly older update (such as 13.5), and then update it to 13.6.1. Is there a way to do that?

I had the same problem. Tried trouble shooting and updating it through icloud. Got an error message that the cellular update had failed. Spoke with Apple Support and they were not too helpful. They ran a diagnostic on it. Nothing wrong. Then told me to try to load the update again and said to call back if it didn't work and that I would have to set the phone back to factory settings. I think the update itself is just messed up. Now I cannot make or receive calls or texts and it has stopped connecting to the internet completely.
