Why apple is not providing option for smart lock on individual apps?
No one here can speak to why Apple does or does not do something. However, I agree with razmee's idea that Apple views devices as single user.
You can let Apple know what you'd like to see here:

Because they provide you with a passcode to lock your device, there is no need to have smart lock for individual apps.
But i guess Every smart phone has passcode lock but that doesn’t provide full privacy. Eg. If i have to handover my phone to someone for emergency use but i dnt want them to look into my private chats or sms or photo gallery how will i stop them.

You make sure said person only uses it for the emergency purpose whatever that may be.
And that situation isn't going to happen all the time.
If you really need that feature, sell your iphone and find another device that does that.
iphone is made to be use for single users.
I posted this question to understand the logic behind not providing this facility but i guess instead of being helpful or having a logical answer you are just proving the point not to ask wat apple is doing or wat not.

No one here would know the answer. We are not Apple. We cannot answer questions about why Apple makes certain decisions. razmee is expressing their own opinion.
