Unlock using Touch ID

I had set up using Touch ID to unlock my Mac, but why every time I am trying to unlock with Touch ID is telling me "Your password is required to enable touch ID" ? How can I solve it?

Touch ID works when waking from sleep, but not when booting up the Mac.
