AirPod Volume too low on Android

I have a Google Pixel 3XL and AirPod 2nd Gen with Firmware 2D15 (latest)

The volume is too low. Below 50% it is inaudible. I regularly have it at 100%.

Troubleshooting on Android:

I have gone into developer options on the Android and disabled absolute volume for bluetooth. I also reset bluetooth settings. I have rebooted the phone several times. I have forgot and re-paird the airpods. I connected a different brand of bluetooth earbuds to verify the volume is okay on those and it was.

Troubleshooting on iOS:

I connected it to an iOS device to verify the sound. It sounds louder. I verified the firmware is the latest.
