What if you deleted Macintosh HD and HD Data and can no longer get into the Utilities. Like command R always goes to the globe thing. Then when I try to reinstall it fails. So I made a USB Recovery...but now this security thing. Please help

I accidentally switched laptops when I was setting up our laptops. I logged into the 500GB and she logged into the 1TB. So I tried to do a clean install on both to start over...now both are "broken".

I've tried reinstalling a few times. It gets stuck at 2 minutes. I created a USB Installer...but now I'm getting this security issue. I looked for the security tab. but could not see it there...did I delete it?

It said I could fix this when I ran the USB installer for Catalina by restarting and holding cmd-R, I tried it. It brought me back to the spinning globe....
