We see Safari is not displaying correctly. We have some great information to fix this.
Specifically this sub-section.
If webpage text has odd or unusual characters in Safari on Mac
"Text may be garbled if a webpage uses characters that aren’t part of the default text encoding and the page doesn’t specify the correct encoding.
If webpages frequently have garbled text, change your default text encoding by choosing Safari > Preferences, then clicking Advanced.

We see that didn't help your Safari display issue. We will want to start in safe mode. Once in safe mode we can test Safari as normal.
How to use safe mode on your Mac
After testing in safe mode, you can restart to exit into normal mode and test Safari again.

Thank you for the response. However, Safari opens to the correct page and then immediately changes to an all text page. The information is clear but it is all text and the links are not active.

In the search box, do you see a set of vertical lines? That indicates Safari has gone into the Reader Mode.
