I’ve been trying to get to the root of this issue for weeks now on my iPhone 6s plus. I also had an issue where clicking the map for a Calendar event no longer sent me to the event location, only my home location. Forced reboot fixed my problems! Thank you!!!
Force reboot iPhone 6. Press and hold both the Home and the Top buttons until you see the Apple logo.
Turn off location services if problem not solved by reboot.

I tried force reboot and nothing worked! Gonna just wait for new update on ios 14 and hope that fixes the issue. It’s still freezing when I try and go into my location services
you need to erase your device and set it up as new.
How do I do that? I’ll check YouTube to see what I come up with. Thank you for responding

Actually, it worked briefly, but the problem appeared again. The latest updates have done nothing to improve the situation.
