Is Screen Time enabled? We're asking this because Screen Time can cause certain restrictions, like not being able to turn a setting on or off. You can check to see if this is enabled in Settings > Screen Time > Content & Privacy Restrictions > Location Services under the Privacy section.
Installed profiles can also have the same restrictions like Screen Time. You can see if any profiles are installed by going to Settings > General > Profiles & Device Management. If you don't see the "Profiles & Device Management" option, it means none are installed on your iPhone 12.
If those settings look good, you can see if restarting your iPhone 12 might help: Restart your iPhone - Apple Support Restarting can seem like a simple step, but it can refresh the software and help resolve possible issues.
