I bought this iphone off Mecari and it's asking for the apple ID and password how do unlock it

I bought this Iphone off Mecari it was suppose to be unlocked but it's asking for the previous owner Apple Id

If you can't contact the previous owner there's nothing that we could do. Apple won't do anything because technically this iPhone belongs to other person. I'm so sorry.
