Have Apple Unlock it at a Local Apple Store:

The only method would be to take your iPhone with your Original Proof of purchase (receipt) and Photo ID. How to do that without a nearby-opened Apple Store: you'd probably have to wait. You'd set up a Genius Bar Appointment. Find a local store here: Apple Store - Find a Store - Apple
