I recently reset and setup my iPad Pro and iPhone SE as new devices, and now my iCloud Keychain is blank. Although all passwords were synced to iCloud. Is there any way to recover the passwords?

I managed to solve it by restoring my iPhone via an iCloud Backup I did the previous day. I then waited for the passwords to sync to my iPad. Once they were all synced, I then reset the iPhone again and reset it as brand new.

When you were signing out of the device(s), do you remember a notification asking to delete or remove them? Did you remove them completely inadvertently?
