Transferring old photos

my old iPhone 7plus is broken and unusable however I’d like to transfer my pictures from my old phone to my new one. If I upgrade my iCloud storage to 200GB will my photos from my iPhone 7plus automatically transfer to my new phone and upload the moment I do? Or what can I do to have my old photos

If the photos were on the device (broken/unusable one) and hopefully you made a backup before it got like that, then you can try restoring from a backup on the new device. If you weren't previously using iCloud to store your photos and the photos were stored on the device with no backup, then they are permanently lost.
