my airpods pro don't play on iphone 6 running 12.4 even though it says connected in bluetooth and approved to run with limited functionality

You have to AirPlay the audio.
You do seem to recognize AirPods Pro are not designed to work with such an old iOS version.
OK. So i did that and they connected and actually played. Then i put them back in the case. Bluetooth says they are "connected" but when I take them out of the case and put them in my ear with the case closed, the sound comes out of the phone. How can the phone be "connected" to a bluetooth device and that device not play the sound?
I guess so, and air play works to play audio. Do you know if I can use the microphone feature at all with my phone?

Try it and see. I would guess your chance of success at less than 1%.
