Only SOME of my contacts are imported into iCloud...

Working to get Contacts from Outlook into my Contacts on my iPhone. Exported Contacts to Google Contacts, then exported vCard file from there. 2,500 contacts.

When I open iCloud in my web browser, and I import the vCard file (that I had exported from Google Contacts), only around 1,800 of the Contacts show up. Not all 2,500.

Any ideas on why this happens/how to fix?

Windows, Windows 10

I figured out why SOME of the Contacts wouldn't import - iCloud won't take a Contact with just a Company name and no individual listed. That accounted for roughly 33 of my Contacts. The rest, I have no idea, but I imported them one letter batch at a time (200 or so) and it all worked (except those without names). Weird.
