ITunes pass section does not appear on Apple ID. How do I display? I would to add it to wallet.

Are you in one of the countries where it is available, as listed on the bottom of the page? And was your Apple ID created in that same country?
That’s not possible.
Unfortunately, the "Create and add money to an iTunes Pass - Apple Support" link does not help because ITunes pass does not appear on view Apple ID. I can not complete step 4 on Create an iTunes Pass instructions because ITunes pass is not there.

The bottom of the page shows countries which I can add funds at retail stores, and which countries it’s available in select retailers. I do not see a list where ITunes pass is generally available.
I am in the USA, but maybe not available in the US. Ultimately, I am looking to transfer funds from ITunes ID to Apple Cash in my wallet. Maybe it’s not possible.
