How do I transfer icloud storage to an old iPad from an updated iPhone that no longer needs the extra storage?

No, you would need to cancel the one and buy more on the other ID.

Cancel by downgrading to the free 5GB plan. See instructions in: Downgrade your iCloud storage - Apple Support

iCloud storage is linked to the Apple ID that you use to sign into iCloud, not to a specific device. If you have multiple iPads, iPhones, and or Macs using the same Apple ID they are all sharing the same iCloud storage.

Thanks, the two devices are on different Apple IDs, though, another family member's.

We only need extra on the ipad now. Is there a way to transfer the added from that phone to the ipad?
