Is Safari in your Applications folder? Do you not have Safari installed or are you trying to upgrade the version of Safari you have?
If you are trying to upgrade, check the App Store for an update. If there isn't an update, you would have to upgrade the OS version to get an update.
If you don't have Safari installed, do a backup, preferable 2 separate ones on 2 drives. Boot to the Recovery Volume (command - R on a restart or hold down the option/alt key during a restart and select Recovery Volume). Run Disk Utility Verify/Repair Disk and Repair Permissions until you get no errors. Then re-install the OS.
