help using iCloud to restore permanently deleted notes

made the fatal error of accidentally permanently deleting my notes. I see they are backing up on iCloud. Is there a way to just restore them or do I need to completely use an older backup to restore? Do I need to clear my phone and it all starts over from that date? Hoping someone can help
