Ipad logo and not charging

My ipad is not charging and the apple logo keeps popping up on the screen

I had plugged it in for charging with the plug and charging cord it came with and it started flashing right away. It did have about 30% battery life when I plugged it in. ipad apple logo loop I've come across an issue where my iPad is in a constant loop of the apple logo appearing and going black while charging, the home screen appears for a split second and does the same loop again. Only the it needs charging screen appears when it's off the charger. I'm not sure if this a simply I need a new charger or software/hardware issue.
