I do not want an Ap added to my phone that tracks if I have been in contact with anyone who has had COVID !

And so you DON'T have an app on your phone which does that. Apple and Google in a partnership for iOS and Android created an API which local health departments could use to code an app for Contract Tracing. If your local health department actually uses the API to create an app, YOU WOULD HAVE TO DOWNLOAD THE APP. That's entirely up to you and if you don't want to know quite anonymously, by the way, whether you've come in contact with someone infected by Covid-19 that's your choice.

Me? I keep asking my local health department WHY they haven't implemented a potentially life saving app. In contrast to you, knowing none of the apps could possibly track me or anyone else personally, I'd rather know if I've been possibly exposed.

Then if one becomes available in the state you live in don't download and install it.
