Background changes while downscaling files

1) When i downscale my video Quality from 4k to 1080p everything that i edited downscale perfectly, text is on the right place where i place it on 4k, But my background (Generators - Solid - Custom) always moves and sometimes even misses.

Here it randomly scaled...

Command-J opens the Info pane of the Inspector.

"3) I scale it down by using command + j > Media > from 4k to 1080p exactly the same video clip (without coping or pasting something)"

Are you clicking the "Modify" button (not "Media") and changing from

to

(ignore the "Rate", the Resolution is the important detail here)

or am I completely misunderstanding what is happening?

Also, how are you placing the generator on your timeline? Are you changing the scale and position, or crop? How?

1) its screenshot from final cut pro video window (i am crating illustrator courses)

2) I think its wider format for 4k, and when i switch to 1080p the format is shrinking a little bit horizontally

3) I scale it down by using command + j > Media > from 4k to 1080p exactly the same video clip (without coping or pasting something)

The problem is i edit my video, putting some text, intro, backgrounds, sound, voice over. And after scaling down everything is on their place except background, its just randomly change it size, so all of my intro looking crappy... i dont know how to explain it, haha
