The Quick action “Watch Me Do” encountered an error...

Hello,

I keep getting this error message when I'm trying to create an Automator Workflow. The action “Watch Me Do” encountered an error: "Application Chrome is not running when it is expected to."

I've added the app to allow it to control my computer to the Security & Privacy. However, it's not helping.

I have assigned a keyboard shortcut. But it gives me the same error.
