"Watch Me Do" in Automator

I keep getting the error below, but cannot figure how to add Watch Me Do to Privacy and Security >> Accessibility. I have Automator enabled in Accessibility.

Interesting how the word "preferences" is used when it is now "settings". Perhaps it is being phased out.

Running 13.5.1

FWIW, I created a new script, new name with Watch Me Do (part of a longer script with AppleScript as part of it) and it appeared in the Accessibility pane, checked it off and works.

Automator "Watch Me Do" action can't be allowed in "Security and Privacy" preferences. I created a very short Automator application that runs as a Login Item for my user account. The function is just to close a notification automatically after startup. However, I keep getting an error when it runs automatically (see pic). Unfortunately, the "watch me do" action is not an application, so it can't be added to the allowed list. I was already prompted to allow Automator. I was already prompted to allow the app I made. I also allowed Finder per google research. Google suggested that the target application also needed to be added. Per my "watch me do" action, that's Notification Center, and I'm not aware of NC being an app, so I can't add that to the allowed list either. Ideas?
