iCloud Photos Not On Current Device

My previous phone did not have enough iCloud backup to store 100% of the photos i took, so only 75% transferred over to my new phone. I have since updated iCloud by backing up and removing the original 75% stored photos, and replacing with the 25% not originally present. How do i get these onto my new phone? I'm not sure if i could do a backup of my new phone, then restore from backup to get everything off iCloud? Or if i should check the box "download and keep originals" in the iCloud settings? Both seem to be options given in online forums, i'm just not sure they apply when photos are on iCloud but not on my device. Thanks!
