Call forwarding is not a “phone” function (so there’s nothing to save)
It’s actually making a call to your mobile provider which is where the “forwarding” occurs.

FWIW, my iPhone display is almost exactly like yours, but I forward calls routinely.
Most calls are forwarded from the dialing screen directly by dialing the carrier’s “back office infrastructure.”
For example to forward all calls, a US Verizon customer would place a “call” to *72-nnn-nnn-nnnn with the “n” representing the North American number being forwarded-to.
He’d receive a short network confirmation “double-tone” and that’s it.
To un-forward, the same customer would simply dial *71 and receive the same confirmation code.
Different carriers use different dialing schemes.
You don’t get me. I go to setting->Phone->call forwarding-> Tap call forwarding as green and tap “forward to” -> key in the number that I want to forward but there is no option to save the number that I want to forward.
Correction: “Un-forwarding” is my example would be *73.
