Will iMessages work with WiFi and no service?

If I interpret:

About iMessage and SMS/MMS - Apple Support

correctly, it should work on WI-FI only.

"iMessages are texts, photos, or videos that you send to another iPhone, iPad, iPod touch, or Mac over Wi-Fi or cellular-data networks."

Yes (assuming you mean no cellular service). However, SMS will not.
